Leadership Journey and Acts of Sovereignty

December 2019

The “Amazigh Check” Case: Breaking Administrative Inertia

In a founding act for the movement of “imposing the cultural fait accompli,” Rachid Bouhaddouz released the first bank check written entirely in Tifinagh characters in the history of modern Morocco in Nador. This action was not random; it was supported by rigorous legal preparation (involving a bailiff and a lawyer) to counter any potential administrative refusal. The event proved that the obstacle to the officialization of the language was merely “administrative inertia” that required citizen boldness, paving the way for hundreds of similar initiatives and forcing banking institutions to ensure technical readiness.

April 2022

The “Fath Al-Andalus” Battle: Dramatic Sovereignty and National Memory

Led a major legal and historical offensive against the National Broadcasting and Television Company (SNRT) to demand the suspension of the series “Fath Al-Andalus” due to historical falsifications. The advocacy focused on refusing to downplay the figure of Tariq ibn Ziyad and protecting the Moroccan identity of the conquest against orientalist narratives. This action established the concept of “Dramatic Sovereignty,” highlighting the necessity of producing our own national narratives rather than importing them.

January 2023

Founding of “Agraw for Amazighness”: Political Institutionalization

Launched the organization “Agraw” in Marrakech as an influential current of opinion within the Authenticity and Modernity Party (PAM). Founded in response to a period of stagnation in the Amazigh file, the organization aimed to move from general slogans to organizational structures and binding decisions, anchoring a strategy of “change from within.”

December 2023

Founding and Presidency of INCPAA

Assumed strategic responsibility as the head of the National Authority for Monitoring Audiovisual and Artistic Production. Under his leadership, the authority has focused on monitoring identitarian drifts in artistic productions, promoting linguistic pluralism, and combatting the risks of “Deepfakes” that threaten historical and national symbols.

February 2024

5th National Congress in Bouznika: Doctrinal Engineering

Directed the drafting of the “Identity and Amazighness” component within the party’s policy document during the Bouznika Congress. This document traced a roadmap linking pluralism to the foundations of the Social State, qualifying the exclusion of Amazighness as a form of “linguistic rent” to be eradicated. This effort led to the official adoption of Agraw’s vision by the new collective leadership.

August 2024

Census Critique and the “Language-Vessel” Theory

Published the article “The Census Trap,” proposing a critical socio-linguistic analysis of the official methodology. Bouhaddouz presented his theory that Moroccan Darija is an “Amazigh vessel” filled with Arabic vocabulary, concluding that Moroccans constitute a unique people, genetically and culturally homogeneous beyond the diversity of spoken dialects.

October 2024

Combatting Digital Hate: Defending Coexistence

Coordinated legal action against digital racist discourse (the Ilyas El Malki case). The case was framed as a threat to societal security and Morocco’s image as a land of tolerance, asserting that the country cannot promote its global brand for 2030 while allowing digital racism to proliferate internally.

June 2025

“Anari Tifinagh” Initiative: Visual Normalization

Launched the “Anari Tifinagh” initiative to mandate the use of official characters on the facades of regional party offices and in the communication of elected officials. The goal is to create a “visual normalization” that breaks the cliché linking Amazighness to folklore, marking the transition from symbolic defense to institutional field action.

Countering Borrowed Narratives: The “Khouarij Al-Watan” Concept

Published the article “Khouarij Al-Watan” to deconstruct trends of external ideological dependency. He defines patriotism as a daily practice that refuses the instrumentalization of foreign causes against national sovereignty, emphasizing that “sovereignty is the bread, security, and future of the citizens.”

December 2025

“PAM 2026” Vision and the “World Cup Government”

Published the prospective vision “PAM 2026: Return to the Foundation,” calling for an end to organizational exceptionalism to put “the Human before the Seat.” Introduced the concept of the “World Cup Government”: a civilization-boosting executive capable of engaging with the world and producing political meaning at the 2030 horizon.
